• How do I wipe all files for CS:S?

I can uninstall the game and delete any files in the steamapps folder, but whenever I reinstall the game, all my settings like keybinds, crosshair changes, even my spray are still there and haven't been wiped to default. I don't have Steam Cloud enabled. Also, whenever I try putting in new files like .wav files for playing over the mic or .cfg files to run scripts, even skins, the game just doesn't pick it up. I haven't played the game in a while, scripts and .wav files worked fine back then, I got back in to the game and none of it works. When I try typing "exec whatever" in the console, it just says the file couldn't be found and wasn't executed. Sorry if this is in the wrong section, should I try the valve/steam forum? It's in /common/ most likely because of the new Steampipe thing.
C:\Steam\SteamApps\common\Counter-Strike Source. This is where it's held since SteamPipe. Your account name folder holds your account's files for the game. So go ahead and delete both folders. Here's what I suggest - delete everything and keep your old script files or whatever. Then delete the game from steam and re-install it. Install it again, try to install the scripts again. If you still have the problem, go to your processes while the game is running, right click the counter-strike source process and open file location. That location is where you want to place all your scripts and stuff.
