It's all a preference, he prefers AMD for his CPUs and Nvidia for his GPUs.
No need to have AMD Phenom II X6 if his current need is not 3D software, video encoding, etc... Phenom II X4 (955/965) is enough for current games.
As for your graphic card, if he want a Nvidia card, he can go with the GTX 470. Otherwise, the actual ATI HD 5xxx series are a better alternative for the money (5750/5770/5850/5870 depending of his games and his display resolution)

On a 800$ build, try to avoid nVidia. The only card's I would call worth it, is the really high-end ones.
What are you going to use it for? The AMD X6 is a good choice only if you're actually going to use all 6 cores, if not get an i7/i5/PII X4.

i7 is only a good choice if you're going to use all 8 threads. if you're not using the 6 cores in the AMD x6, what makes you think you would be able to use an extra two threads?

955 is better if you're overclocking. Otherwise its all about priorities.

Don't look at brands.. look at performance, price and features for each component individually and from a neutral position. Leave your bias at the door.
He's getting the Phenom II x6 because he does a lot of high definition video rendering / encoding.

In applications that use all 6 cores, it does have pretty kickass performance for the price, especially when you count in generally a bit cheaper AMD motherboards. Go for it. As for the graphics card, unless he does a lot of gaming and the 260 doesn't give him high enough framerates, just keep the 260. If he needs a new card and it needs to be Nvidia, then the 470 is a decent choice and quite a big upgrade over the 260. Its price is somewhere between the 5850 and 5870, and so is the performance. Its only disadvantage is rather high power consumption.
He's already bought the computer, and has saved a bit by salvaging from his old one. Got a GTX465, 2.8ghz Phenom II x6, and 8gb ddr3 @1600.

You can do a .2GHz overclock very easily on stock cooling anyways.

After a while, the 6 cores will come in handy, games will get better and you will need better equipment to play them.

He should have kept the gtx 260, the 465 isn't that much of an upgrade comparatively, especially for what he paid. He would have been better off spending the extra money on the 3.2 Ghz Phenom II X6.

this is such a weak hexacore by the time that games are actually made with 6 cores in mind, this thing will be totally irrelevant.

The Hexa-cores aren't even close to being necessary yet. A decent quad-core can still play games and render/compile and such just as well. I'm not saying its on par with a quad-core. But the gain isn't enough to be significant.
