So I have around 20 Steam games and 3 others which aren't on Steam. If I do a direct upgrade to 7 will I have to do a clean install and whatnot or can I save my files and upgrade around them? I know the worst case scenario is that I have to go to Vista then 7, which will take a few hours in Valve time.
I was doing this on my brothers new computer, what I ended up doing was getting a completely new hard drive and installing 7 on a partition of that.
Sadly you cannot upgrade to 7 from XP. XP is too old and shitty. What you can do is use the transfer files and settings wizards. And backup your savegames and steamapps folder as well as any files not caught by the wizards.
If it's only games and nothing important, just do a clean install and re-download, unless you got dial up or capped internet.
After trying both, I'd say go for Windows 7.
The speed of XP + the features of Vista.
It has DX11, but imo I really wouldn't worry about that just yet.

For computer
backup the gcf files,and the files for any other games you have.
install iwndows 7, install steam, click on games, then press install on a game, let it setup and as soon as it starts downloading, right click and pause the download. do this for all the games, close steam, copy all the gcf files and other games files over to your steam directory. then launch steam and restart all downloads they'll go to 100% complete if done correctly.
If you put a gcf file into your directory without telling steam to download it before, steam won;t run as it hasn't set up the things it needs to set up for your games to work.

Yes it will run. I have done that countless times. It just takes longer to load.

If you are worried about custom content for games, get a cheap external HDD, if not, suck it up and do a clean install.
If you install Windows 7 to a drive without formatting it, everything gets moved to a folder called Windows.old.
So you could just install 7, then drag your Steam folder out of its place in Windows.old and then drop it into Program Files or Program Files (x86) if you're upgrading to a 64-bit version of 7.
