i noticed that all my games cant be over 60 fps, they just stuck in there and it seems to much to be a coincidence, is it the monitor or something else?
VSync.
Vertical sync, your monitor's refresh rate isn't higher than that, so it locks down the FPS to stop the picture from tearing.

i dont think so, it must be the vsync because im using an old ass monitor over here.
does new ones have a better refresh rate?
Some monitors have 100Hz/120Hz (3D requires twice the 50/60Hz so I wouldn't be surprised if those become the standard over the years).
But you could just turn V-sync off.

Does it really matter then? VSync is supposed to give the smoothest performance for your monitor, if I remember correctly.

VSync keeps the FPS locked to your moniters refresh rate to prevent tearing. If you turn it off it will produce tearing (herpderp). So if you turn it off your screen will tear.
Why would you want to go above 60fps anyways? That's plenty of frame-rate to work with.

He wants a higher framerate than 60, but wants no tearing.If you run at like 500fps the tearing is so slight because each frame is so close together, but under like 100fps you'll probably notice tearing.

I have never had tearing on any of my monitors or graphics cards, from desktops to laptops. Screen tearing is a myth to me.
no it happens pretty damn frequently but vsync always cures it even if your framerate wildly fluctuates or stays below 60
