So I have had this issue for more than a few months and it is really getting on my nerves. My network card has an issue

Here are my system specs (everything is just over a year old just out of warranty... its a custom build PC):

Intel 3rd Generation Core i5-3570K CPU
WD 2TB Black Desktop Drive
Evga Supernova Nex650g Gold 650w Psu
XFX HD7950 Double Dissipation AMD/ATI Graphics Card - 3GB
ASUS VE248H Full HD LED Monitor with HDMI x2
Samsung 256GB 840 Pro Series Basic SSD
I use a powerline as i am not near the router, so now I am using wifi (which is not reliable at all, got quite a bit of packet loss and high ping when gaming, have called virgin multiple times... but that's another issue)
I have already updated the firmware, have performed a system restore, fully uninstalled and re-installed the driver and device.
So is it a hardware issue?

You could try a Linux live CD/USB, if the problems occur through that then it's a hardware issue
