Where can I get a nice, cheap VPS to play with? The cheapest I could find is about $4.00 a month. I'd prefer to pay annually, but whatever.

Good service in general, they forgot to activate my account, I only had to chat with one of the guy and in 1min, my account was active.

Virtual Private Server.
You take a really good server with mayby like 64GB of RAM, 16 cores and many 1gbit network interfaces, and then you divide it up with virtualization software like Xen and give a virtual instance something like 256MB of RAM and its own network interface out of all the available ones it has.
Anyways, I have a VPS from Germany, it's like 5.5€ monthly through QuickWeb. 512MB RAM, 768MB burstable, 250gb bandwidth a month, 1 IP address, 100mbps interface, pretty good speeds.
Think the deal ended already.
But lowendbox.com is fucking amazing when looking for these.
I saw a 0.99$ a month VPS, 64MB RAM etc at one point, purely for playing around but you can run Apache on that with a couple static sites.
I like the burstable RAM on QuickWeb, apparently almost nobody runs anything on their servers, I'm on burst RAM 24/7.

Anything you want.
You can host game servers on it, mail servers, VoIP servers like Ventrilo, Teamspeak and Mumble.
You can also just use it for dicking around with Linux or whatever you have installed on it.

As far as Xen goes, cheap.
Never understood why is Xen more expensive than other alternatives?
I heard it consumes more resources than OpenVZ but gives more protection.
Basically, with Xen, you're allocated resources, and then they are YOUR resources, regardless of whether you're using them or not. With OpenVZ, a provider might sell you say, 512MB RAM. But they might sell more RAM than their server actually has, this is possible with OpenVZ, and many providers choose to do this to cram more customers onto a server and make more money. Many can also make their prices cheaper because of this.
However, this can cause problems, if too many users on the node try to use all their resources at once. Service providers need to balance their nodes well to prevent this happening, and very often, they don't; resulting in crappy and unpredictable performance for clients.

XenonServers would likely be cheaper and easier, depending on the size.

Based on that information I would love to go to Hexxeh VPS if I had enough cash.

Hexxeh won't go out.
Anything on lowendbox.com won't go out for atleast a year or two unless they say it's a new service in the offer article.

I thought about using Hexxeh's service (especially since it's in Atlanta, I always get really good speeds to and from there) but it's a bit expensive in my opinion. I know it's cheap for a Xen box but really OpenVZ has all the stuff I need and more.
I'm thinking I'll go with ZanyHost's $4.95 plan, it seems pretty promising.
FanaticalVPS has a $10 plan.

Talk to Fizzadar about a special plan, he is often able to make a special plan for your needs.

I am going to be running a VPN, IRC Maybe
I'd say centos. Ubuntu isn't that good for servers
