Steam error "unable to open" when I try to start it. How do I fix it?

I've already tried removing all files cept steam.exe and steamapps folder to see if it will redownload, but it doesn't work. Is there another solution which doesn't require me to reinstall all my games?

Okay this is what you do.

Get a swivel chair, spin around 4 times.

Tap your nose and then punch your nuts.

Then get a pair of nail clippers and cut off the tip of your penis.

Feed the tip of your penis to a white and black horse.

Well first the "updating steam" dialog pops up and then that text switches to ERROR: unable to open

Hm the "Graphics" folder is empty. Trying to redownload it downloads an empty folder. Strange.

if you're going to do this move your steamapps folder somewhere else to avoid having to reinstall all your games
