Maybe. Or it might just mean you buy Windows 10, and then every year there's a new service pack that adds features, updates, security patches, all that sort of thing.
It'll make the initial update process hell, but they're already giving Windows 10 away to everyone who uses 7/8/8.1, so it's entirely possible they'll just keep doing that.
There's a lot of value to having everybody on the same OS, especially for developers. Makes sense they're finally doing this now.

What if I don't want the new SP? What if the new SP is so radical it breaks compatibility? Will we now instead of having XP, 7, 8... have SP1, SP2...? It can't be same os while also improving and progressing. All that's same will be the name.

They said updates and such will be free for the lifetime of the device, whatever that means. Also they get most of their money from OEM computers so it might just become free otherwise.

Doubtful. Microsoft is doing this to compete against Apple's free upgrades. Having a subscription for an OS would only ensure an even lower turnover rate than Windows 7 to 8.

Then hide it in your Windows Update menu and don't click "OK" when it asks you to install it?
Same thing you do already when there's an update you don't want.
They sort of said this about Windows Blue too, I hope they stick to it this time.

It's worth noting that there [i]are[/i] ways to get OS by name, it's way more hassle so it's be weird for someone to choose to do that
it's much more of hassle to get OS name over OS ID
