I've been having a problem with TF2 for a while in that the game randomly gets choppy/stutters while I'm playing. It's frustrating due to the fact that I can easily run games like Metro 2033 and Skyrim, and I have problems with TF2.
My Specs are:
CPU: i5-2500K Sandry Bridge (OC @ 4 gHZ)
Graphics: HD Radeon 7850 2GB
Hard Drive: 500 GB 7200 RPM (Games are on this Drive)
SSD: 64GB (Has OS on it)
RAM: 8 GB
PSU: Rosewill Stallion Series RD500-2SB 500W ATX12V v2.2
OS: Windows 7 Ultimate 64 bit
DirectX 11
I've tried uninstalling TF2 multiple times as well as my graphics drivers. I'm not sure where to go from here. I'm trying to play TF2 on the lowest settings and it is still choppy, which can get especially annoying while sniping.
Any help with how I can fix this or how I can begin diagnosing the problem would be much appreciated.

If multi-core rendering is turned on in the settings, try turning it off. Or if it's off already, try turning it on

I've tried a myriad of different settings. Right now I'm using a maxfps script which still doesn't fix the choppyness.

I've had this issue before.
I forwarded the ports and Tf2 is smooth ever since.

Could it be something with your internet speed?
I had that problem once when my ISP had some problems.

Presumably it is fps related, being that I recently got upgraded internet and have very low pings. The annoyance is that my computer should have no problem running TF2 at max settings at max fps. It usually runs at around 60 but just stutters down to 10-20 all the time. I don't really know what would be causing it.
Turn the process priority to realtime in the task manager. Sounds silly, but it could work.
