Changes absolutely nothing other than costing those Cafes more money, they get charged whenever an account has to banned or created.
All this is doing is hurting these establishments but at the same time it should be giving them a hint that they need to secure their systems more.

If the latter, an easy solution would be to just not let people download shit.

Of course having to actually set that up might not be as easy, but it's an obvious thing worth looking into because it'd take care of dumbasses getting banned and costing money.

Bang accounts are just normal accounts which are set to auto-signin, the whole point of them is an establishment can buy a bunk at a flat rate instead of paying retail, the return is that they pay a monthly fee for the account.
The problem here is that these establishments are not securing their systems and are allowing people to run malicious/any application on them and also lack any form of monitoring, most of these bangs are just a flat with around 20~30 computers and a single person who takes the fees at the door, hell a lot don't even keep a track of how long you've been in there. There are a good few which ain't even monitored and its all done via the computers, you come in, sit at one, enter in your payment details and off goes the counter.
The only one that I've seen that is truely ran how it should be was the Nvidia sponsored cafe in hong kong, they've got a dedicated team of 5 that rotate throughout the day doing screen checks, system checks and so on, they've caught a few people trying to run cheats off USBs in the past there.
