Basically they're just asking to add details about why you're reporting them if you can, as it helps them get through the report faster and more accurately. A follow-up comment clarified a bit:

This line is what causes it:

To be honest, it felt that way when I first read it on Reddit until I got to the line about them not being required. Even still, it seems like they're saying not to report unless you're willing to go into the comment box, instead of saying to take a couple minutes to consider if they really did anything wrong or if you're just upset due to the way the match went. There's only so much you can do without chopping up quotes and paraphrasing, but I think that line in particular was pretty important for getting the tone clear without having to resort to that. So thanks for adding it in.

What I'm saying is, the Riot employee didn't word it that great to begin with, and you have to work with what you're given.
Everyone gets their fair share of feeders and trolls but the proper games heavily outweighs the amount of trolled games by far in my personal experience, but playing league at 4 in the morning is when the fun trolling comes with 5 man revive teleports etc etc
