This DLC has been known about since around about when the Captain Scarlett one came out.

It's been known since before Captain Scarlett was even announced. Hell, I think it may have even been known before BL2 was released. Which is why I was expecting it to be the first DLC released.
I've known about this literally forever.

It was announced before the release, in an article about how BL2 would handle DLC.

We knew about the Mechromancer DLC for about 6 months before the game went gold.
