I say bullshit
At one point the only thing stopping the game from running offline was a simple function that counted to 10 minutes and kicked you back to the menu. Yes, the servers did handle stuff like inter-city information transfer, but that stuff was so simple that if it took 6 months to implement on the client, then they should fire their programmers (If City X produces 4 workers and City Y needs 3, then "send" 3 to Y and say there's 1 available, etc.)
Holy shit, they are backtracking to oblivion.
