$100 isn't bad for a fully working computer. If he stuck a new graphics card in it it'd be able to play source and other fairly undemanding games pretty well
$100 PC + $75 AGP video card = nice little build
Check up on the OS, Windows 7 alone costs around 100$.

think of the OS like linux distrose or ubuntu dont remember which
also, the thing is he keeps it on all the time and i dont know if that would mess up the power source and other stuff
