Are there any decent gaming PC's for a low price (somewhere from less than $400 but no more than $600). I need a good PC for gaming but I don't want to/ don't have the money to spend a ton on one.
Build one.

$546.87 w/out shipping.
What do you have already? If you have any old desktop, spare that has a mouse, keyboard, monitor, optical drive, and hard drive you can cut some costs, because those things never really go out of date. And then you can build a good gaming pc for 400.

I have an old, extraordinarily crappy eMachine PC that I could take the Hard Drive and case from but the only issue with that is that it got virus'd bad and the system.32 file got corrupted so i cant even start it up at all so i'm not so sure about using that Hard Drive.

System 32 is a folder, not a file, which is why I did not put a dot between system and 32. It contains hundreds, if not thousands of necessary system files. Viruses can only affect a computer once it's started booting into an OS. Just format the drive and use it in your new computer.
The hard drive doesn't have a virus. Windows on it does. Do you have a windows xp disc so you can do a fresh install? If not, you may need to add, windows 7 to your budget. Also, I would suggest not using the case of that. It may not be able to fit the new hardware.
