I want warm weather and low living/rent costs, I'm going to study IT. Which state would suit me best?

How warm are you talking? I've been in Tennessee my whole life, and in our winters, we generally don't get more than like 4-5-inch snows. And it's rare that we have weather like that as many as 3 times all season. It mostly just rains, or snows without accumulating.
But definitely DON'T come to Tennessee if you're planning to move during this summer. Any other year is fine, but this year, the cicadas will be out.
Arizona or New Mexico might be nice, if you'd like to see what the desert's like. I guess there is kind of a question of biome here. :v: Tennessee, the Carolinas, Georgia are like woodland/grassland. Florida is tropical. Louisiana, Mississippi are bayou regions. Arizona, New Mexico, (to some extent) Texas are desert... There's a pretty good variety.
Go to Michigan, it may be cold, but that way I won't be alone at Michigan Tech.

I would recommend Arizona. You have to get used to the desert heat during the summer but the other seasons are nice. There's a lot of diversity here and most of the schools are pretty good. The rent in a lot of places isn't too bad either.

A note on Arizona. Contrary to a lot of views, it's split so that the northern part is mostly forest and that the southern area is mostly desert. If you want to not boil to death than the north is for you. Though I do think living rates are higher up there. South is hotter. You'll be looking at 100F daily down here in the summer.
Also: ASU has the highest STD rate at a college.
Texas, Reasons? here
1. The weather is pretty gorgeous year round in this state. Some cities, like Houston, do tend to get very humid, but if you do not mind that, then it will most likely not be an issue. Studies have shown that many people get what is known as the "winter blues" because plenty of U.S. cities get very cold and grey over the winter. If you are in an area that does not get too cold, and remains sunny for most of the year, then odds are, you will have a much happier life.
2. Because the weather is warm throughout the year, the normal wear and tear on the outside of your home is a much slower process compared to homes in other states. For example, roofs get damaged when there is a lot of snow in the winter and, even worse, is when the water from snow leaks through your roof and causes water damage inside your home. This problem really does not happen in Texan cities.
3. There is no income tax in the "Lone Star State," which means living is a lot cheaper than it is in the many other parts of the country. No income tax means that people do not have to pay the state any taxes on the money they make at work. This is what keeps the state economy going.
4. There have been many magazine articles and national rankings done about cities that are the "most Recession proof" or cities that are still seeing some growth during the Recession. Most of the big cities in the "Lone Star State" are on this list. What this means is that there are still jobs to be had in these cities and the housing market has not been hit very hard here. Also, you can get great value for a home in most of these cities because they are still in the growing stage.
