Cool dude, the one thing you're forgetting is that US isn't the only one "spying on everyone".
In fact a lot of European countries do it.

I agree that US aren't the only one, but they're the major ones who do damage (next to china).
In fact; US tent to attack 2-3 times more than china on the map below. (Doing the 3 hours I ran it) (Not sure why most of their attacks is focused on Massena in their own country).

You do realize how unreliable that map is, right? I don't know where you're getting your "damage" numbers from, but uh. Every country spies on one another, its just the US targets tend to get publicized more often.
