so um when tons of these get off the chain and ruin the internet and world economy, can we then sit down and do something with cyber warfare like what we did with nuclear weapons and like write some rules as to what cyber weapons can and can't target like financial institutions or public infastructure?

Nuclear treaties work because it is resource intensive to produce a nuke, then to deliver it you need massiles to deliver it. Treaties on "cyberweapons" wouldn't work because, while time consuming, they don't require a great deal of start up, once you have them they are easy to distribute and its influence is harder to predict than that of a nuke. Not going to work.
