My mouse cursor has the little spinning wheel next to it while browsing the internet, and for some reason, nothing works, though I can still hear audio via. Skype. It's literally the only program I can hear when this happens. All other sound cuts off. I'm not sure why this is.
If you can still hear audio via skype it sounds more like a software issue. I would check task manager for any unknown processes in the background, run a virus scan and open command prompt and type sfc /scannow
