Your CPU doesn't limit fans, power supply, or your video card in any way.

You are right except about the video card, Your CPU can bottleneck the hell out of your GPU. Yeah they are all compatible with each other but if you got a 680 or something with a 9600, I'd expect a bottleneck.

if you want a modern decent video card that won't bottleneck then you're either going to want to get a phenom 955 onwards or preferably a new motherboard and an i3/i5/i7
