Windows Explorer has stopped working error on Windows 7

So I just turned on my PC for the first time today and I keep getting this errors that say "Windows Explorer has stopped working", followed by "Windows Explorer is now restarting" and my task bar flashing. My PC was running perfectly fine last night (Last time I used it) and I've tried resetting my PC. If anyone can help that would be great, not only is it annoying but its making folder browsing impossible

Looks like a weird balloon notifications crash...
Try this:
Click Start, > All Programs > Accessories, right-click Command Prompt, and then click Run as administrator
Click OK
Type this: SFC /scannow
Hit Enter.
Wait for it to finish.

1033 is the ID for en-US locale.
