(Question) New mobo, cpu and video card. When should I wipe my hard drive?

Im going to be putting a new motherboard, processor and video card in my computer within a couple days. I want to start it off with a clean install of windows 7, but im not sure when I should wipe the hard drive. Should i do it before i put the new parts in (then boot from the windows 7 cd and install it), or afterwards? And for wiping it should i just delete the partitions and just make a new one? If there's anything else i really need to do when putting these new parts in, help/tips would be appreciated. Thanks!

Wipe it on your OLD PC, or you can just plug it in, and then wipe it at install process, doesn't really hurt to do it now though.
