Trying to host a source dedicated server, server not visible by others.

I'm not sure if the ports are blocked, but i can't do much about that since i don't have access to the router. (Apartment Complex)

The ports are blocked, you need 27015 and 27020 open before you can do anything with a Source Dedicated Server.

I guess there isn't much that can be done for you, seeing as those ports are NECESSARY for srcds to run, and you don't have access to opening the ports.
