In this thread, i got help from facepunch to create a great gaming computer for my friend for 1250 USD, and since i were upgrading my motherboard/RAM/CPU, i gave my friend my old RAM, Q6600 and P5E Deluxe.
This made it possible for him to crossfire two GPU's.
So now, his current specs are:
RAM: 4GB DDR2
CPU: Intel Q6600 Quad @ 2,4GHz.
Mobo: Asus P5E Deluxe
GPU: ATI Radeon HD 5850 x2
OS: Windows 7, 64bit
And my specs:
RAM: 6GB DDR3
CPU: Intel i7 920
Mobo: Asus P6T SE
GPU: Evga GTX 280
OS: Windows 7, 64bit

Now, We both run Dirt 2 at the same framerate, with the exact same settings, and i believe there might be some problems with the setup/build, as this is the first computer i've ever buildt on my own.
So, could you reccomend me some methods to troubleshoot whatever i might have done wrong?
-snip read wrong-
It's probably that you have an i7 920 and 6 gigs of ram compared to a Q6600 and 4 gigs.
Also he might have Directx 11 tessellation turned on and that straight kills FPS. Note how I say MIGHT. Like if it's the highest it can go then tessellation gets turned on.
I think Dirt 2 might have v-sync on. (I've never played it myself though) That means that the FPS gets synced with your screen, and never gets higher then 60-75. You might want to try again with v-sync off.

1. I did not notice any differences in games (Crysis, Burnout Paradise, etc...) after i upgraded my CPU and RAM, so i don't think it's bottlenecking the GPU's. (I upgraded for faster rendering in 3Ds Max.)
2. There is no option for tesselation in Dirt 2.
The only difference is that he can put the Post Processing to high, and i can only put it to medium.
But as i said in the OP, we're using the same settings.

I always turn off V-sync.

By the way, i'm using his PC right now, he won't get it until next week so that i can clear out all errors.

I'm also having troubles starting Garry's Mod.
because the GTX 280 isn't bottlenecked as bad as the 5850s by the Q6600.
there is nothing he can do but get a faster CPU (like E8400 overclocked or a Q9550)
I'll install Crysis on it and check if i get different results.
uhm, is that DDR2 a mistake? i7 runs DDR3...
And as whatnow said, them 5850's arent bottlenecked as much as the GTX280
I would say my q6600 is bottlenecking a single 5850 to be honest.

overclock
It is overclocked.
It's impossible to draw any conclusions when you've only tested one game. Go try some more games.

Just tested Crysis, seems to run at a constant 60 fps @ very high and 1680 x 1050.

I also got Gmod to work.
