How can this be done? I've tried making a backup of the 3G and then using that backup for my 4G, but none of my applications or music show up when the restoration is complete.
iTunes backup feature only save settings and user contents such as gamesaves. You'll have to back other content up manually. For Music, save it onto your computer using sharepod and then drag them onto your new device.
For apps, right click on your current device in itunes, and select transfer purchases, and then sync the apps to your new device. If you don't wish to sync, you can manually copy the .ipa files onto your device and install them one by one using installous.
