Valve =/= Gabe.
The people at Valve does what they want to do. Gabe doesn't actually have any say on this. He doesn't order people around or anything. He just has the power to do bigger decisions.

It's an engine-wide change. Not just HL2:DM.

The only reason it's still sort of alive is the nostalgia factor, ESEA, and other leagues that have CS 1.6 tourneys. The more recent GoldSrc updates were to fix exploits (commonly reported on HLDS then fixed the next day or two if the report was on a weekday).
