Recently something has come up. What just happened is that I was play Counter Strike Source and it was running at the usual 120+ FPS. Then I went to go play The Binding of Isaac and browse the internet for a bit.
Then suddenly, when I went to play more Counter Strike Source, the FPS dropped all the way down to 30 FPS. I then tried playing some Alan Wake, and I was getting 9 FPS on there. Then Overgrowth gave me 14 FPS.
Other games that aren't as hardware intensive, such as the Binding of Isaac or some in-browser game stays the same.
The only solution to this so far has been to completely restart my computer. After that, the games play like normal again.

See if annything is eating up your ram/cpu.
Especially firefox has a problem with memory leaks.
That or some rogue process.
Well, what I think is going on isn't having to do with other programs eating up ram or CPU. I checked the task manager, and it doesn't show anything out of the ordinary.
It seems more like my computer isn't utilizing the hardware.
Any suggestions?
