And I still can't run this game with fps higher than 10 because there are no graphics options that actually do anything.

It really is a terrible port. I can usually run it at 50+ FPS, but it hogs the hell out of CPU while barely stressing my card. I get the same performance with my 750 Ti as I did with my HD 6670.

The PS4 version is only like, 30fps.

So did the PC version until a patch was later released. Still maxes out at 60.
