Anybody here know how to set a gldsrc game to run in fullscreen on my secondary moniter, it seems to only run windowed on the secondary moniter

You could set up your monitors to run as one, but I don't know how to do that, probably Catalyst control (ATI) or cpanel (nvidia).

Can't you just play hl on your primary and web browse on your secondary?
preferably not, primary is my laptop's screen, bigger than the secondary, meaning it's easier to have two tabs tiled verically with reloadevery on(opera)
and i'm using the secondary as just an extra, but it'd be better if i could run hl1 fullscreen on it

Most full-screen games run on your primary monitor, so just set the external monitor as your primary in the display settings.
Also as soon as you move your mouse curser off of HL1, it will minimize.

...unless you play it in windowed mode.
