• Graphics card fan stopping and surging

The fan on my NVIDIA GeForce GTX 750 has developed a bizarre habit of creeping to a halt, then surging to 4400 RPM before dropping down to a steady 1000 RPM. Until recently, it only happened when logging into Windows, but now it happens every few minutes or so. It doesn't appear to be a temperature or software issue, as the card consistently idles around 85 °F and I've tried reinstalling the drivers. My power supply is rated for 500 W, but I shouldn't be anywhere close to the limit. The inside of the case is free from dust and the tower doesn't produce any noise other than the [I]whoosh[/I] whenever the fan surges. Everything in the case is installed properly and the machine is protected by a battery backup. I'm a little worried that the fan will go dead if it keeps surging, but I'm reluctant to buy a replacement for a card that's only seven months old. I'm totally at a loss.
Can you use the drivers to manually set your fan speed?

Little bit of an update: I checked UEFI, but there's no settings pertaining to the GPU. I tried ASUS GPU Tweak, but the fan still wouldn't obey my speed settings. The only times the fan stops surging is when I play a video game and the card temperature rises accordingly. Under these conditions, the fan finally stops surging and keeps the card around 140 °F. As soon as the temperature drops off to idle, the fan is back to its abnormal self. Still no idea on how to fix it, though. I've been recording data with Open Hardware Monitor and it's been acting pretty consistent lately.

I know you can set your own fan profiles through its interface.
