Monitor flashes "OVER RANGE"

I tried to change the resolution on one of my games and my monitor went completely black and flashed with green letters "OVER RANGE"

I tried restarting the game but it didn't work

What game? You're going to gave to change the resolution back manually in the config file or registry.

Are you running your game in full screen? If so, make sure you override your display size. Your monitor may not be able to handle the hertz rate that you have defined in the game.
