Would I get in trouble for making an account with the name "Barack Obama" on Facebook?

Because I'm really tempted to make a Barack Obama alt on Facebook and marry it for the hell of it.

I think some people had their Facebook accounts closed or something for impersonation because their Facebook names were the same as a celebrity's.

I think that Facebook enacted some kind of rule that if you make an account like that they'll call the police for fraud or identity theft or some stupid shit like that.

Most likely nothing will happen. Facebook uses its rules when pressured to, like with that chinese activist or racist groups or whatever. Don't worry about it, you're one in millions.
