I've been having a problem with my internet for a few days. I'm clearly connected to the internet via ethernet or wifi, but I cannot access any websites.
I've pinged google, and the packets go through fine. Even tracerting google comes up with a straight route to google.
I found a temporary solution by renewing my ip address, but after several minutes, the issue comes back. Restarting my computer also fixes the issue, but I don't want to have to restart every 30 or so minutes to fix the issue.
Virus scans also came out negative. I've tried deleting internet cache and disabling unnecessary plugins/extensions in chrome, but nothing.
I can't seem to find a permanent solution to the issue.
Does this only happen on your computer or other devices in the house as well?
I'm at university right now, so I use the university's internet. It only occurs on my computer. My friends don't have this issue.
Boot a live linux USB drive or CD (Google it if you don't know how, it's really easy) and see if the error persists.
If it does its likely a hardware error.

Are you pinging the IP or the hostname google.com? If you are pinging the IP then it sounds like a DNS issue.

Both. And both are completely fine.
This has happened at two different locations. 10s of miles away from each other, and using different ISPs/DNS servers.
I'll try to ping directly to the DNS servers when I'm not getting a connection on a website to see if it's the cause.

Yep, it seems like the DNS servers I've been using aren't working correctly or something. I can't seem to get a connection to them. I've switched over to google's DNS servers for the time being.
I don't understand why I'd be the only one getting this problem, though. No one in my household or at my university was having this problem, although we share the same DNS. I guess I've fixed it for now, though. Let's see how long it will last.

I've tried resetting ipv4, ipv6, and winsock multiple times. Nada.

Well, switching the DNS server worked for a while. And then it pooped on me again. There's just no fixing this problem, is there?

Looking through the Windows Event Viewer, I'm getting application errors from svchost.exe_DSP which happens to control the network services, Base Filtering Engine, Diagnostic Policy Service, and Windows Firewall. All three of these shut off and do not automatically restart. Manually restarting the three services fixes my issue.
I believe it has something to do with the Esent.dll file, though I'm not exactly sure what.

This is definitely the cause of the problem. Every hour on the hour, I get the four errors above. I then lose connection to any websites. The only way I've found to fix the issue is to restart the services. It works every time. I need, however, a permanent solution to this problem, which I have not found yet.
