They should make up for it with an HD-ready port of the first Zoo Tycoon with all expansions or something like that, if they want to sell a decent amount on 360.
It almost sounds like the 360 version will be a demo of the X1 version.

Make a game on a new console. Take out stuff and put it on the predecessor. Claim old console couldn't handle it.

VRAM. They have to handle the possibility that every one of those animals is going to be on-screen at any given time, and consoles, specifically current-gen ones, are downright notorious for absolutely shit VRAM capabilities.
Do many people even really play Tycoon games on consoles?
It seems like a PC dominated genre.
The decision to make a 360 version was probably last minute. I'm imagining that they only did it when every went all anti-XBone 'cause of the design decisions.

those are all the same model/texture/skeletal animation rig/very basic AI, it's much easier to load than 100 completely different animals

That's the old game, which is obviously still great, I'd like to have the new one on PC, because quite frankly I don't ever plan on getting an Xbone.
