There was supposedly be missions that would have taken place in the sea consindering there is harpoon gun and [URL="http://fallout.wikia.com/wiki/20_Leagues_Under_the_Sea"]cut quest[/URL], shame it didn't make it to the final release.
The dolphins would have been sweet to actually fight.

There's a huge technological difference between a regular fetch quest and one that involves underwater sea monsters

Just give them eyebot AI with 1m range attack and you are already done, of course fishies swimming out of water and flying would be a feature.
I wonder if we will get a Terror from the Deep DLC.
The destruction of Mothership Zeta has caused some alien lifeforms to emerge from their slumber. You have to fight these creatures underwater, get to their mothership that crashed millions of years ago, and destroy it before the aliens revive the ultimate monster.
I call it Mothership Zeta II: It Came from the Deep.
I don't know if its just me but. There are several areas i found while playing and they were not explorable. So considering the sea has some "cut content" from it. I wanna speculate that similar to past game dlcs, we'll get a similar from of dlcs just different in variant.
The similar dlc's from games like what i'll list may hint what i'm talking about. (I think it's cool to think about. Although it tells barely anything of what will come of things)

how did you make those connections between dlcs. there is no parallelism between dlcs in 3 and nv.

You do comprehend that content can be cut for reasons more than "we just didn't have time to finish it" right? And that cutting this might have been to expand upon it in a later DLC? Or maybe it was just not fun to play and they scrapped it?

Every single one of the Fallout games has cut content though. They could easily be working on recreating the cut content and fitting it into an expansion as we speak. Hell, at the end of 3, if you decided to just leave the water purifier before the very end of the game (vanilla FO3), you could hear Three Dog over the radio talking about free water for everyone and all. Then some months later we got Broken Steel, which continues the game beyond the Vanilla ending, and there are added quests involving supplying the wasteland with purified water. Which Three Dog then talks about some more.

Both yes and no. While there aint a damn thing worth 5 caps under water, there is however an oddly large amount of just general "sprinkle across the landscape" content for something that's pretty much never going to be seen.
For example, I took a tcl stroll trough the larger parts of the ocean to the east, I had the teofis command on to see, and there's this giant flipped tanker beyond the map. It's in no way ever visible, it's completely submerged, and to top it's past the "no fly zone". Considering where it is, it's a very odd thing to place if it has seemingly has no purpose, visual or otherwise.
