Can you retrieve files that were already deleted from the recycle bin?

Probably not.
you have to buy commercial recovery software
or there might be a way to do it with linux livecd but I'm not sure
but there might be chance that the file is already overwritten

Files are not wiped from the hard drive when they are deleted, only their index are removed.
There are tools such as Undelete Pro that searches free space for deleted file signatures. Be aware that part of the file may have been overwritten already
I've heard of some programs that digs deep into your computer. But I don't think they can pull out the file/program, but rather show that you've had it on your PC.

they can retrieve it if it hasn't been overwritten
