To make a very good/full mod it takes a number of months.
Lets assume that after a game is released a modder plays the game for a month or so before deciding that they want to add onto the game further. Next they have to start getting the mod together and getting a modding team and start making the mod. By the time the mod is released, 4 months have past since they started making it. A full five months have past since the launch of the game and a good number of players have left the game. The modders have to get word out about the mod, and by the time the mod is fully up, half a year has past.
A half a year is a long time in the gaming world, where great new games tend to come out at least once a month.
