How do you make a citizen into a rebel with console in HL2?

Hi, I was wondering how I might change the outfit of citizens into rebel ones while in game with the console. I know you can do it with the hammer, but that is for when you are making map.

You would probably have to use an ent_fire command.

It would probably fit more in Valve games and mods, but I don't think you can ask questions there. In GMOD you can actually spawn rebels and refugees separate from citizens. I am trying to find the way to do it in HL2 and its expansions and mods.
