Chrome: Full page screenshots will not work, no matter what the extension

Does anyone know a solution to this? To reiterate, screenshots of portions of the web work fine, but full page screenshots don't work, like literally clicking the option to do a full screen screenshot does nothing.

Apparently this was an issue others had, but I can't find the specific issue on google.
