The problem is that everytime I try to restart Ubuntu, after the bar loads it freezes on a blank screen and the message: [code] [ XXX.XXXXXX] Restarting System[/code] (with X's being random numbers).The PC I am working on is a DELL Optiplex 360. Can anyone help?

It restarts, right? If so, there is nothing wrong.
That message is caused by the program that runs the graphics ([url=http://en.wikipedia.org/wiki/X.Org_Server]X.org[/url]) to shut down. The "blank screen" and text is the text-based command line environment. This is supposed to happen, as X.org shuts down before your computer does.
It is different than Windows, which runs the graphics program until the very end. Both methods are completely valid. However, saying that, I believe Ubuntu 9.10 (the new version) runs the graphics as much as possible, so this might not even happen now. Can someone on Ubuntu confirm this?

Alright, you should have mentioned that. The more information, the better. But, you edited the OP, so that is good.
Anyway, [url=https://bugs.launchpad.net/ubuntu/+source/network-manager/+bug/138691]this seems to be a common problem[/url]. Or at least it was, as seen by the old distributions discussed in that bug report. In the link, it says to disable the NetworkManager daemon. I would suggest doing that.
If that does not solve the problem, I want you to post these files:
[code]/var/log/daemon.log
/var/log/kernel.log
/var/log/errors.log
/var/log/messages.log[/code]
Worse comes to worse, you can simply just [url=http://www.ubuntu.com/getubuntu/download]install the latest release[/url].
From what I saw,this bug concerns a shutdown crash. THe computer shuts down properly, I only get the problem when I reboot.
Also,this is about some computers at my university that we are trying to fix.They all have partitioned Ubuntu 9.04,but only the DELL Optiplex 360s won't reboot.
I am not currently at the university and we will be closing for a while(probably) so I won't be able to give you the files you ask for. I will update when I can.
