I'm 90% sure this was released alongside Master Chief Collection. Locke is in Halo 5.

Lol, the opening episode has Black Dynamite chasing an Elite through a city and the elite is literally a model ripped right out of Halo 4 and rendered into the shot. It's so tacky.
