Since they mention the codes being active for three hours, I'm guessing they can be activated by an infinite amount of players like all the other time-limited codes I've seen them post.
I have had no trouble redeeming the codes posted on twitter.
Since this is the first time it is being mass announced, I am assuming it will only have a time limit, and not both time and amount limit.
Randy Pitchford gives out thousands of keys everyday.
or they could just sell the keys and ripoff TF2
Or you could just make a backup of your profile which has your badass ranks.
If you like...cheating...that is.
Gotta remind myself to get one
Or just use a trainer and give yourself all the keys you will ever need
