Well, I just upgraded to windows 7 yesterday. After trying to set a screensaver this happened:

I've already tried rebooting. But the think is, this only happens when I use a theme with AeroGlass, the Basic theme works just fine.
Change it from Software mode to OpenGL.
Though seriously try running these commands in an elevated command prompt:
net stop uxsms
net start uxsms

What does that have to do with annything?
I find it interesting that it's just the background doing that, not the icons or taskbar (with the exception of the Orb).
I keep randomly getting some weird ass artifacts too, usually just on specific windows
I thought it was because my clocks were too high but I guess not
Despite it being a problem with your computer, I think the background looks pretty cool like that.
It's not video card artifacts. A screen cap wouldn't capture artifacts.

Actually on firefox the Minimize,close and window button would do that too and widgets as well.
That was quite a bit of a bump. Do any other screens do it? Did you try older/newer drivers for your graphics card?

No, from what I've seen no others screens do it, and yes I've changed my drivers out but it still did it.
What happens if you uninstall the drivers and run on the Standard VGA driver?
