Long story short, whenever I play TF2, windows will sometimes alt tab me out of my game and tell me "HURR DURRR ALMOST OUT OF MEMORY, HUEHUE" it's pissing me off, I have 12gb of ram and when I play TF2 I only take up 3-4gb. I read somewhere that it's my page file , i have it set to off, but i turned it on and it still bugs me, how do i tell windows to go fuck a cactus and get it to stop this shit?

What version of Windows 7 are you using? 32 or 64 bit?
EDIT:
It's also possible TF2 doesn't have 64 bit binaries so it can adress only 4 GB of ram, but that should only have effect on TF2...

I'm running x64 and it tells me to close TF2 (hl2.exe) but the odd thing is that i've reach almost 5gb used while playing tf2 and doing other things.
i know it's stupid and obvious but after enabling pagefile you've rebooted yeah?

Unless there's some seriously odd glitch in Windows, that message shouldn't come up until almost all of your 12gb is used. Have you checked the memory usage when this warning pops up? All I can really recommend is that you have the latest updates for Windows (there are some optional updates that resolve issues with Windows)
I used to have this problem on my old POS computer while trying to play TF2. I didn't have enough memory to make the Pagefile any bigger. Now I've got 12gb and I don't bother with TF2 anymore. :\
