GIMP + Minecraft texture pack help!

I am making my own texture pack with gimp and its going alright.
But i saw a video last night where some guy used a tool so he could make a square around one of the blocks so he could'nt mess up with the other blocks!

What is that tool?

NOTE: Don't say this goes in the Minecraft mega section because its a GIMP question.

EDIT: Johan123 you could go to painterly pack's website and make a easy texture pack but i think its unpersonal. Just google: "Minecraft painterly pack".
