When I use my headphones on my PC, they produce a very quiet and static noise, and everything is very low quality and noisy. They aren't broken because when I use them on my phone or a different PC, they sound fine. My pair of earbuds, however, sound okay on my PC. Yet, when I right-click on my headphones in Playback Devices and hit Test, they sound fine.
Specs:
Headphones: HTF-600
Motherboard: Gigabyte P55M-UD2
Audio Driver: Realtek HD Audio (Onboard)
OS: Windows 7/x64
I've had the headphones for about 2 months.
They also do the same thing when using them on a USB sound-card.
You should uninstall the audio driver along with the realtek control panel, then reinstall the audio driver through device manager, don't use the setup exe

Found your problem. Go pick up a sound card with a headphone amp, like the ASUS Xonar DGX
Onboard is ALWAYS terrible. Even if it is a cheapo sound card, it will be miles better.
