explorer.exe Freezes Upon Doing Anything among Other Problems

Title says it all.
I've rebooted countless times and sometimes it failss to start. When it does start, if I do anything (i.e. use the Start menu, use an internet browser, etc), my computer will freeze up. My mouse will still work, however. Nothing else will. I will usually reboot it at this point. However, most of the time, it will stick at the loading screen. It will usually start after this, but it will prompt me that it needs to check my C drive for consistency (which apparently does nothing btw) and the cycle will repeat.

I need help urgently! Please help!

Turns out this does NOT happen in Safe Mode at all. Also, it would seem that all my dates for System Restore have disappeared. Not sure if this information will help, but...

Check Task Manager for anything dangerous, look in Processes and post a screenie
Hit Print screen paste into Paint and upload

Can't do that. I can go as far as the Task Manager, but I cannot run paint because it will probably freeze. I cannot try, though, as my computer is going through a diagnostic and I am going to wait just in caase it gets results.

Updated OP with a little more information. Any help on this matter is very greatfully appreciated.
Okay, because this doesn't happen in safe mode, install Avast and malware bytes. Can't do it on the fucked up pc? Grab a disc, burn the installed files and run it. Then try again. Still no profit, back up and start again.
Format and reinstall windows, trying to recover it will just get frustrating. Just bite the bullet and format.

Agreed. Hunting for restore points and going through with that process is like trying to roll up a hose to a high-powered pressure washer; it's goddamn annoying and the finished result is never satisfying.
Reformatted it. Problem fixed.
