Put Windows 7 on old PC, USB flash drives repeatedly connecting/disconnecting while other USB periph

So my friend told me to reformat his old PC and install Windows 7 (It's a Compaq Presario SR1800NX if I remember correctly).
Everything seems to be coming along smoothly except for one issue. When I insert [I]any[/I] USB flash drive, it will repeatedly reconnect and disconnect (it constantly makes the reconnect/disconnect sound), and I will never be able to access it. Checked in the device manager and sometimes it will show a little yellow warning sign by whatever letter the flash drive was assigned. Other devices like USB mice and those little USB internet adapters work fine.
Not sure what is causing this to happen as before reformatting my friend said he never had any problems with flash drives, they worked all the time. Sorry if I didn't provide enough information, i'll get more info if needed.
Did you install the chipset drivers, or any machine specific drivers for that matter?
If that is the correct machine you have listed, then it has an ATI Xpress 200 chipset and you can use these drivers:

But I don't know why you'd want to run W7 on that machine, it's from 2006 and doesn't have enough anything to run it at any respectable speed. Celeron 3.06 and 512M of RAM is going to be painful.
