60hz is fine unless there is a decently priced 144hz one, 27" or 30" is fine. Matte panel is very important, and a decent response time is good enough because I don't have a lot of money.

I'm not a photo editing kinda guy though so iunno how good it is for that. Main downside is that you have to remove the base and use a screwdriver to adjust tilt. [editline]oops[/editline] it is only 25" actually so it might be a bit too small for you
