Computer Says Missing Operating System, but not every time

So ever since we had a power outage while I was using my computer, it will show Missing Operating System for the first few boots after its been turned off. After I restart it a few times (Not always the same amount) it will boot back into windows. Once it boots into windows, there are no more problems until I turn the computer off again. I think it could be the Hard Drive going bad, because that is oldest part of the computer, but the hard drive is perfectly fine once it finally boots into windows.

Sata cables are all hooked up fine, I have tried that already.

No ticking noise? When you first boot it up can you confirm the HDD is actually spinning?
